Non-stick and plastic food contact

Two separate questions get run together: what is in the pan is mostly about heat, and what is in the packaging is mostly about what the law permits.

Two separate questions get run together here. What is in the pan is mostly a question about heat. What is in the packaging is mostly a question about what the law permits — and on that, the answer now depends on which part of the United Kingdom you buy it in.

The short version. An intact non-stick pan used at normal cooking temperatures is not the problem. Overheating an empty one is. The larger and better-evidenced exposure is packaging and storage — heat, fat and time — and the single most effective habit is not to heat food in plastic. 1. Non-stick, and what is actually true about it

Non-stick coatings are PTFE — polytetrafluoroethylene, one of the fluoropolymers. It is a member of the wider PFAS family, and that family membership is where most of the confusion starts.

It kills birds True, and it is the useful warning. Pet birds die from PTFE fumes at temperatures that give humans only mild symptoms. If you keep birds, do not use non-stick near them at all
Scratched pans should be binned Sensible, but for a duller reason than usually given: a damaged coating stops working and exposes the metal beneath, and the flaking is unappetising rather than toxic. Replace it because it has failed, not because you have been poisoned

So the practical position is narrower than the alarm suggests. Do not preheat an empty non-stick pan. Do not use it above medium-high. Do not put it under a grill or in a very hot oven. Use wooden or silicone utensils, replace it when the coating goes, and ventilate the kitchen. If you would rather sidestep the question entirely, stainless steel, cast iron and carbon steel have none of it — and last decades.

2. PFAS more broadly — where the evidence actually is

The health concerns attached to PFAS are real, and they attach mainly to the small, mobile, water-soluble members of the family — PFOA and PFOS in particular — rather than to the large inert polymers. Those are the ones associated with raised cholesterol, thyroid effects, reduced vaccine response, and kidney and testicular cancer.

  • The dominant human route is drinking water and diet, not cookware. See the drinking water entry for the UK regulatory position and what filtration actually removes.
  • Grease-proof food packaging has been a significant source — takeaway boxes, microwave popcorn bags, some compostable bowls. Much of the industry has moved away from it, and several jurisdictions have banned it outright.
  • "PFAS-free" on a pan is mostly marketing. Ceramic-coated pans use sol-gel silicone coatings, which are a genuine alternative — but they lose their non-stick property far faster, so people replace them more often. That is a trade-off, not a free win.
  • PFAS persist, which is the actual problem — they do not break down, so exposure is cumulative across a population and a lifetime rather than acute. That is why the regulatory conversation is about restriction at source rather than about individual avoidance.

3. Plastic food contact — and the second GB/NI divergence on this site

Bisphenol A is used to make polycarbonate plastics and the epoxy linings of tins and cans. It is a weak oestrogen mimic, and it has been the most argued-over food contact chemical of the last twenty years.

Position
EU and Northern Ireland Banned in food contact materials. Commission Regulation (EU) 2024/3190 entered into force on 20 January 2025 and, after an 18-month transition, has applied since 20 July 2026 — with later dates for some categories (repeat-use articles into 2027, professional equipment into 2028). It prohibits BPA in plastics, coatings, varnishes, printing inks, adhesives, silicones and rubber intended to contact food. It restricts the usual substitutes too — bisphenol S, bisphenol AF, TBBPA and other bisphenols with a harmonised hazardous classification — though with conditional derogations for some existing uses, so this narrows the "BPA-free means BPS instead" route rather than closing it outright. Great Britain Not yet. The FSA and Food Standards Scotland have closed their consultation and stated an intention to introduce restrictions in Great Britain, subject to the policy and legislative process — but nothing is enforceable here until domestic legislation is made, which has been reported as unlikely before mid-2027. UK–EU sanitary and phytosanitary negotiations are a wildcard. Until then the earlier migration-limit regime applies. Two things that follow, and one that does not

  • This divergence is live rather than prospective. The EU and Northern Ireland ban has applied since 20 July 2026; Great Britain has no equivalent in force. That is a difference you could in principle find on a shelf today.
  • This is the second place on this site where the same split appears — the other is fragrance allergen labelling, where Northern Ireland names about 82 allergens and Great Britain 26. Different regulator, different subject, same structure. It is worth knowing that "UK rules" is no longer a single answer for consumer chemistry.
  • "BPA-free" is a weaker claim in GB than in the EU, because the substitute bisphenols are not restricted here. A BPA-free label tells you what is absent, not what replaced it.
  • What does not follow is alarm about tinned food. BPA exposure from food contact has been falling for years through voluntary reformulation, EFSA's tolerable intake is the subject of genuine expert disagreement rather than concealment, and tinned pulses and fish remain among the cheapest routes to a good diet. The regulatory tightening is precautionary, and the nutritional loss from avoiding tins would be real.

4. The three variables that actually govern migration

Whatever the polymer, how much moves from container into food is decided by the same three things. This is the part worth internalising, because it applies to plastics you have never heard of.

5. What to do

  1. Never heat food in plastic

    Decant into glass or ceramic before microwaving, and take the takeaway out of the box before reheating. "Microwave-safe" means the container will not warp — it is a statement about the plastic surviving, not about nothing coming out of it.

  2. Do not put hot things into plastic either

    Hot food into a container to cool, boiling water into a plastic jug or bottle, hot drinks in a plastic-lined cup. The heat is the variable, and it does not matter which direction it came from.

  3. Glass or stainless for storage, especially for oily and acidic food

    And for anything stored for more than a day or two.

  4. Retire worn plastic

    Cloudy, scratched, softened, sticky or cracked. Handwash the plastic you keep rather than dishwashing it, since the dishwasher combines heat, detergent and time.

  5. Do not preheat an empty non-stick pan, and ventilate
